Anfang Dezember 2020 startete die Hochschule Kehl im Auftrag der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) das Unterstützungs- und Beratungsprojekt „Human Capacity Development for Libyan Municipalities“. Ziel dieses Projekts ist es die libyschen Partner des Ministeriums für lokale Regierungsführung (MoLG) bei der Steigerung der Effizienz und Effektivität kommunalen Handelns mittels Maßnahmen der Personalentwicklung für libysche Kommunalbedienstete zu unterstützen. Am 31. Oktober diesen Jahres endete nun die erste Phase dieses Projekts. Es kann auf eine große Vielzahl umgesetzter Maßnahmen und erreichter Ziele zurückgeblickt werden, welche die Grundlage für eine zweite Projektphase mit geplantem Start Anfang 2024 bilden. Die zweite Projektphase findet sich momentan in Vorbereitung.
Im Rahmen des Projekts konnten in den vergangenen knapp drei Jahren insgesamt 656 libysche Staatsbedienstete in 32 Präsenz- und vier Onlineschulungen weitergebildet werden. Die Thematiken dieser Schulungen spiegelten hierbei die ganze Bandbreite kommunalen Handelns wider, von finanziellen Themen, wie der Erhebung und Eintreibung kommunaler Einnahmen oder dem kommunalen Investitionsmanagement, planerisch-strategischen Themen, wie der kommunalen Entwicklungsplanung oder der städtebaulichen Planung, und auch verwaltungsinterne Themen, wie das Personalmanagement oder die interne Revision. Im Vorfeld und parallel zu diesen Schulungen wurden mit Unterstützung der HS Kehl insgesamt ca. 60 libysche Schulungsleiter zu modernen und digitalen Schulungsmethoden weitergebildet. Die thematischen Schulungen wurden im Anschluss durch ebendiese fortgebildeten Schulungsleiter durchgeführt. Auch im digitalen Bereich konnte die Weiterbildung kommunaler Bediensteter in Libyen durch die Einrichtung einer speziellen online Lernplattform gestärkt werden, welche bereits die ersten Onlinekurse anbietet.
Damit die Effekte dieser Aktivitäten nach Projektabschluss nicht verpuffen und die Verbesserung der Weiterbildung der Kommunalbediensteten in Libyen in eine nachhaltige Form gegossen wird, wurde bereits am Ende des Jahres 2021 durch die libyschen Partner das Schulungszentrum „Municipal Development and Decentralisation Support Centre“ errichtet, welches im Mai 2022 seine Arbeit am Hauptsitz in Tripolis offiziell aufnahm. Damit auch alle Kommunen in Libyen mit seinen rund 1.759.541 km² Staatsfläche von den Angeboten des Schulungszentrums profitieren können, ohne dafür die langwierige und unter Umständen auch unsichere Reise in die Hauptstadt aufzunehmen, wurden zwischen 2022 und 2023 die ersten Außenstellen des Zentrums in den Städten Al Zintan, Tobruk und Benghazi eröffnet. Es ist geplant, dass in naher Zukunft die Eröffnungen weiterer Außenstellen folgen werden.
Diese Anstrengungen und Erfolge müssen nun gefestigt und ausgebaut werden, um die professionelle Weiterbildung libyscher Kommunalbediensteter auch in Zukunft nachhaltig zu sichern. Denn es sind die Kommunen, die ihre Bürger auch in Zeiten von Instabilitäten und krisenhaften Wandelereignissen mit den notwendigen Basisdienstleistungen versorgen müssen. Dies wird Inhalt der zweiten Projektphase, welche mit der Unterstützung und Beratung der HS Kehl voraussichtlich Anfang 2024 beginnen wird.

First phase of the Libya project successfully completed
At the beginning of December 2020, Kehl University of Applied Sciences launched the support and advisory project “Human Capacity Development for Libyan Municipalities” on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The aim of this project is to support the Libyan partners of the Ministry of Local Governance (MoLG) in increasing the efficiency and effectiveness of municipal action through human capacity development measures for Libyan municipal employees. The first phase of this project ended on 31 October this year . A large number of implemented measures and achieved goals can be looked back on, which form the basis for a second project phase with a planned start at the beginning of 2024. The second project phase is currently in preparation.
As part of the project, a total of 656 Libyan civil servants have been trained in 32 face-to-face and four online training courses over the past three years. The topics covered in these training courses reflected the entire spectrum of municipal activities, from financial topics such as the collection and recovery of municipal revenues or municipal investment management, planning and strategic topics such as local development planning or urban planning, as well as internal administrative topics such as human resource management or internal auditing. In the run-up to and parallel to these training courses, a total of around 60 Libyan trainers were trained in modern and digital training methods with the support of Kehl University. The thematic training courses were then carried out by these same trained trainers. The further training of municipal employees in Libya was also strengthened in the digital field by setting up a special online learning platform, which is already offering the first online courses.
To ensure that the effects of these activities do not fizzle out after the end of the project and that the improvement in the training of municipal employees in Libya is cast in a sustainable form, the Libyan partners established the Municipal Development and Decentralisation Support Centre (MDDSC) at the end of 2021, which officially began its work at the headquarters in Tripoli in May 2022. The first branch offices of the centre were opened in the cities of Al Zintan, Tobruk and Benghazi between 2022 and 2023 so that all municipalities in Libya, with its approximately 1,759,541 km² of national territory, can also benefit from the training centre’s services without having to make the lengthy and possibly unsafe journey to the capital. It is planned that further outposts will be opened in the near future.
These efforts and successes must now be consolidated and expanded in order to ensure the professional development of Libyan municipal employees in the future. After all, it is the municipalities that must provide their citizens with the necessary basic services, even in times of instability and crisis-like change. This will be the subject of the second project phase, which is expected to begin in early 2024 with the support and advice of Kehl University.

La première phase du projet libyen s’achève avec succès
Début décembre 2020, l‘Université de Kehl a lancé le projet de soutien et de conseil “Human Capacity Development for Libyan Municipalities” pour le compte de la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). L’objectif de ce projet est de soutenir les partenaires libyens du ministère de la Gouvernance locale (MoLG) dans l’augmentation de l’efficacité et de l’efficience de l’action municipale par le biais de mesures de développement du personnel pour les employés municipaux libyens. La première phase de ce projet s’est achevée le 31 octobre de cette année. Un grand nombre de mesures ont été mises en œuvre et des objectifs ont été atteints, ce qui constitue la base d’une deuxième phase du projet qui devrait démarrer début 2024. La deuxième phase du projet est actuellement en préparation.
Dans le cadre de ce projet, 656 fonctionnaires libyens ont été formés au cours des trois dernières années dans le cadre de 32 formations en classe et de quatre formations en ligne. Les thèmes de ces formations reflétaient tout l’éventail de l’action communale, des thèmes financiers, comme la perception et le recouvrement des recettes communales ou la gestion des investissements communaux, des thèmes de planification et de stratégie, comme la planification du développement communal ou la planification urbanistique, ainsi que des thèmes internes à l’administration, comme la gestion du personnel ou l’audit interne. En amont et parallèlement à ces formations, environ 60 formateurs libyens au total ont été formés aux méthodes de formation modernes et numériques avec le soutien de la HS Kehl. Les formations thématiques ont ensuite été dispensées par ces mêmes formateurs. Dans le domaine numérique également, la formation continue des agents communaux en Libye a pu être renforcée par la mise en place d’une plateforme d’apprentissage en ligne spéciale, qui propose déjà les premiers cours en ligne.
Afin que les effets de ces activités ne s’estompent pas après la fin du projet et que l’amélioration de la formation continue des agents municipaux en Libye prenne une forme durable, le centre de formation “Municipal Development and Decentralisation Support Centre” a été mis en place dès la fin de l’année 2021 par les partenaires libyens et a officiellement commencé ses activités en mai 2022 au siège de Tripoli. Afin de permettre à toutes les municipalités de Libye, dont la superficie est d’environ 1 759 541 km², de bénéficier des services du centre de formation sans avoir à entreprendre le long et parfois incertain voyage vers la capitale, les premières antennes du centre ont été ouvertes entre 2022 et 2023 dans les villes d’Al Zintan, Tobrouk et Benghazi. Il est prévu que d’autres antennes soient ouvertes dans un avenir proche.
Ces efforts et ces succès doivent maintenant être consolidés et développés afin de garantir à l’avenir la formation professionnelle continue des employés communaux libyens. Car ce sont les communes qui doivent fournir à leurs citoyens les services de base nécessaires, même en période d’instabilité et de crise. Ce sera le contenu de la deuxième phase du projet, qui commencera probablement début 2024 avec le soutien et les conseils de la HS Kehl.
