The Public Management Preparatory Course, innovative qualification programme specially designed for prospective students from EU and EEA countries, offers the ideal opportunity to prepare for our Bachelor's degree in Public Management and to lay the foundations for a successful career in the public sector.

Thanks to the funding from the DAAD, the 2025 course is tuition-free. You will also have the opportunity to apply for a scholarship of €934 per month and a one-time travel allowance.

The foundation course makes it easier for you to start your studies and paves the way to a secure carrier in Baden-Württemberg's public sector. Upon admission to the Bachelor's programme, the state of Baden-Württemberg will pay you around €1,400 per month for the entire duration of your studies.

Programme details at a glance

Participants: Prospective students from EU and EEA countries (EU countries + Iceland, Liechtenstein and Norway) with a university entrance qualification and German language skills at B1/B2 leve

Application phase: Ongoing until 30 November 2024

Timetable: With the start of the online learning phase in January 2025 and the face-to-face events from March to June 2025 at Kehl University of Applied Sciences, a regular start to the Bachelor's degree is possible in September 2025.

Format: The Preparatory course for international students is based on a blended learning approach, which combines digital self-study elements and compact attendance phases in Kehl.

Scholarships: Up to 10 DAAD scholarships are available for the attendance phase.

Accompanying Programme: The optional German+ mentoring programme offers participants the opportunity to enhance their language and professional skills through tandem partnerships with native German speakers. Excursions to administrative institutions strengthen the link between theory and practical application.

Completion: Possibility to obtain an officially recognised German certificate.

Career prospects: After successful completion of the Bachelor's degree programme in Public Management, permanent employment within Baden-Württemberg's public sector is possible.

How is the Preparatory Course structured?

The programme consists of eight modules:

  1. German language for Administration, Law and Management: Focus on specialised terminology in these areas.
  2. German as a Foreign Language (B2-C1): Advanced language skills.
  3. Intercultural skills: Preparation for a multicultural working environment.
  4. Constitutional Law: Legal basics of the German political system.
  5. Public Management: Introduction to management in the public sector.
  6. Administrative Law: The legal framework governing local public administration.
  7. Methodological skills: Preparation for academic work.
  8. Job application training: Preparation for the application process for the introductory internship and any future selection procedures within the public sector.

Prospects after completion of the programme

On successful completion of the Preparatory  Course, you will have the opportunity to join the Bachelor’s degree in Public Management at Kehl University of Applied Sciences.

Upon admission to the degree programme you can expect a monthly salary of around 1,400 euros and excellent prospects of securing a permanent position in Baden-Württemberg’s public sector.

Application for the programme

  • Citizenship of an EU or EEA country (EU countries + Iceland, Liechtenstein and Norway)
  • University entrance qualification required for studies at universities of applied sciences in the Federal Republic of Germany (can be checked via the Anabin portal of the German Rectors’ Conference)
  • German language skills at least level B2. Applicants with a minimum language proficiency of B1 will be offered a preparatory language phase before the start of the programme to elevate their German language skills to B2.

The programme will be funded by the German Academic Exchange Service (DAAD) in 2025, so there will be no tuition fees. From 2026 onwards, a course fee of approximately 3,000 euros is expected to be charged.

In 2025, you have the opportunity to apply for one of ten DAAD scholarships, which include 934 euros per month and a one-off travel allowance.
